THIS MESSAGE TARGETS PERSONNEL, ADMINISTRATIVE, DISBURSING, AND 
PASS OFFICES REGARDING CURRENT PAY/PERSONNEL ISSUES FOR BOTH ACTIVE 
AND RESERVE PERSONNEL.

2.  ISSUE 230101: The purpose of this PPIB is to announce the update 
and implementation of reference (a), the Command Pay and Personnel 
Administrator (CPPA) Certifying Officer Qualification Card (QC), 
which forms the basis for certifying CPPAs that have met the minimum 
requirements to create and certify personnel and pay transactions 
within their respective units. 

3.  Scope and Applicability. The CPPA Qualification Card (QC) is 
mandatory for all CPPAs in the PS/YN/YNS ratings.  Civilians and 
contractor CPPAs are highly recommended to complete the QC process 
and qualification up to and including Phase 2.  Three access levels 
progress from basic to expert and must be completed prior to a CPPA 
being granted release authority for personnel and pay transactions.

4.  Process. The QC must be completed in phase order per reference 
(a) in order to demonstrate proficiency before becoming a certifying 
officer with release authority.  Transaction Service Center (TSC) 
Commanding Officers (CO) may grant exceptions to Phases 1, 2, and 
3 qualifications based on prior experience and performance.

5.  Qualification Card Phases: Phase 1 (CPPA) requires all 
prerequisites and system access to be obtained IAW reference (a). 
Phase 2 (CPPA Supervisor) requires phase 1 and all requirements 
for phase 2 to be completed, including enclosure 1 of reference (a). 
Phase 3 requires completion of phase 1 and 2, as well as all 
requirements for phase 3, including enclosure 2 of reference (a). 
Phase 3 includes an observation period of at least 6 months where 
transactions submitted by a Phase 2 CPPA Supervisor will be assessed 
for accuracy and timeliness.  Final qualification of Phase 3 requires 
an oral board to be conducted with a TSC CO and an endorsement letter 
from the unit CO authorizing the CPPA to release pay transactions 
for their Unit Identification Code (UIC). 

6.  Execution. Time to complete and request Phase 2 and Phase 3 
signatures will vary depending on CPPA expertise and experience. 
TSCs and Regional Support Centers (RSC) will review transactions 
submitted in order to verify completion of line items for signature 
in reference (a). Signatures for line items in reference (a) can be 
obtained after a TSC/RSC supervisor has verified mastery 
(electronically or in-person) of accurately submitted transactions. 
Signatures for final qualification of Phase 2 must be obtained by a 
TSC/RSC Supervisor, however signatures for other line items in 
Phase 2 may be obtained by any CPPA who is a qualified CPPA 
Supervisor (Phase 2).

7.  Training:   Monthly CPPA training will be disseminated regionally 
through the RSCs. Each RSC will have a minimum of two sessions per 
week available for walk-in/virtual CPPA QC training and signatures.

8.  Qualifiers and Prerequisites.  Signatures may be obtained through 
servicing Transaction Support Centers (TSC) or Regional Support Centers 
(RSC) in-person or electronically via the RSC email distribution list.  
Additional qualifiers are detailed in reference (a).  Prior completion 
of requisites within the previous two years is acceptable and encouraged.
